How to disable html code in Comment section

I am facing issue in my comment section.
Some bad people are making spam comment to make backlinks.
I disable website field, but I don't know how to disable html code in comment field.
Help me.

The theme itself doesn't handle the comment field functionality as that's handled by WordPress itself.
