Hi there,

This sidebar is built with Generateblocks:
https://wordpress.org/plugins/generateblocks/

Once the plugin is installed, go to appearance > elements > add a new block element.

After finishing building the sidebar you want, choose left sidebar/right sidebar as element type, choose the places that you want it to show under the location tab.
