How to create belcher Button type block with Generate Blocks?

Hi, I'm working on a deals type website and for each post/listing I want to have a (reusable) Belcher Button type block that I can add to the top and bottom of the page.

Is there any way I can do this with Generate Blocks and have the dashed border like in the examples below?

I can recreate the title, button and images, but I need the dashed border to make it stand out ;)
