yes.

the default background color is green.

when mouse move to second menu ,the first menu's default background changed.

This doesn't look like a GeneratePress site, however. Is the site you linked the correct site?

I see. You have the Background color set in the Colors section of the Container Block. In there, there's a hover and non-hover color setting.
