How to add top menu using hooks?

Hi Team,
I am already using primary and secondary navigation menu in my theme.
Is it possible to have one more menu on the top (above the logo) because I am using secondary nav in the sidebar.
I have already created a menu but I am not sure how can I use it with Elements to place it as Top menu

The simplest method would be to add it as a Navigation Menu Widget in the Top Bar.
