How to add custom hook for woocommerce

Referring to this visual hook guide : https://www.businessbloomer.com/woocommerce-visual-hook-guide-checkout-page/
I want to add an element using the hook woocommerce_review_order_before_shipping but I couldn't find it in the Settings > Hook > dropdown. So I went to Element > Add Hook > Custom Hook Name, but nothing happened.
How can I add a custome hook please? Thank you.

Just to confirm you added the hook to the custom hook field?
And set page > checkout as location?

yes i did. attaching some images of my settings.
As you can see after hook creation I couldn't find it in the dropdown.
Hmm the third screenshot shows there isn't any content.
Having just the <a> tag wouldn't display anything.
Yes it’s an anchor link not suppose to display anything…
