How to add border and background colour to more than 1 paragraph

simplest method is to use the GenerateBlocks plugin:

Simply add a Container Block - which you can add a background to, a border color and border with. Then place your content inside that Container.

You can add Icons to a Headline Block - simply remove the Text from the headline.
