How to access blocks?

I cannot find any documentation on how to access the blocks so I can make changes to things like the "Single Post Page Hero" element. I go into that specific element and there is no way to access the blocks, only code. I also checked some pages and some posts, there is no blocks editor...

can you make sure you DO NOT have any Classic Editor or Disable Gutenberg Plugins installed on the site.
