How do I prevent a menu from becoming a Hamburger icon in mobile view?

At the very top of my client's page, I have a menu with 'Sign In' and 'Get Started' links. When the page is viewed on mobile, that menu becomes a hamburger icon. I don't want that to happen for the topmost menu only. Is there a way to shut that off so even in Mobile, it still has the menu as text links at the top?
