How do I get blocks to appear on top of other blocks?

Hello,
I'm currently in the process of building this website: https://the-home-crowd-new.onyx-sites.io/
The blue square blocks should appear above the image, but for whatever reason they appear below. Is there a way to get them to appear above the image in the block above?

Hi there,
can you point in the direction of the issue? I see the 3 blue blocks sitting over the hero.
