How do I add content to top of each blog post?

Hello,
First of all, I love the theme and am very happy with it. My only question is how can I add content below the title of a post but above the general content that stands out? For example, this disclaimer. below the featured image?
I would also like to add similar disclaimer information that can be applied to all blog posts. I just don't know if this is a feature that I'm unfamiliar with that GP can do on its own or with minimal coding?

Would your featured image be below the title as well?
I checked a few posts but don't see a featured image.
