How do I add a top bar banner?

Hi,
I was wondering if it is possible to add some kind of top bar banner to sell my product?It would obviously need to link to my product page. As it stands, I already have some menu items and social icons up there. Is it possible to have a banner above those? I would also like it to go all the way along the top and stand out by being a different colour. Is this possible please? Or, do I need a plugin?

You can try using a block element, add your banner to the element.

Then choose hookas element type, choose before_header as hook, choose location according to your needs.

So, I followed that training and published this block (I think). I have no idea if I did it correctly. I don't know what to do now. Where do I find this block I just published? It hasn't shown up on my website, but I need to add a link to it and customize it first. I'm not sure how to do any of that. Sorry. Can you explain more. I'm not a web designer and my knowledge is not great. Thanks
