How do I add a jumpto to my menu like this webpage has?

Hello there, I would like to know how to add the jumpto to my website when the user clicks on a certain hyperlink.
Here is an example website. When we click on a word in the menu it takes us to a certain page of the webpage?

In a one page site, the menu items are targeting different section of the content.
Here's a video shows how to use HTML anchor and smooth scroll.
The difference in your case is the menu items will be the buttons which shows in the video.
