How can I insert section above column

I'm trying to install a button above the top column in a site kit I've been editing.
I want to leave everything in the existing column where it is and have a section for buttons etc at the top of the page
I've managed to add another section within the column but that just pushes everything else down which is not ideal.
There seems to be no way to drag and drop and changing the margins or padding doesn't help either.
Is there some CSS that can do this?

That page's first section has 102 padding top. Reducing that should move the button further upward.

But if you wish to keep the padding but move the section upward, set a negative margin top value OR transform translateY negative value for the button.
I see you're using Elementor so there should be an option for the things I've mentioned within the UI.
