How can I create a flying nav-bar like in your Example? :)

Hello :)

is there a possibility to create a flying Nav-Bar like here:

I know there are some Plugins for it, but there are not good for the PageSpeed.
Is there a possibility to solve this with Generatepress/Blogs?

Of course :) they are "flying" with the scrolling display and I exactly need a function like this.
