How can I achive these type of latest post boxes on static homepage?

Hello, I am developing a website and I need your help.
I want 3 of these types of Latest posts on my website static homepage.
I know the wp show post is used, but I still cannot understand. I need your help in css and customization. When someone hovers over the post image it should change behavior as it works on that example site, I'll change the color and the heading text to the bottom within the picture.

Thank you, Leo, I have deleted this useless plugin. Instead of this, I'd keep my home screen static.
