Hover menu on desktop & Click menu on mobile

I have a wish or question about how the menu behaves between desktop and mobile. On desktop you have a mouse and can hover, but on mobile you can only click with your finger.
Would it be possible to set it whether the user is on desktop or handheld? I can see others have had the same issue so I guess it's difficult, but depending on the resolution break point it might be possible.
For example when I'm on https://www.zalando.dk/herrer-home/ on desktop it's a 'hover menu' but when I'm on my phone it changes into a 'click - menu'.
Hmm maybe I need to set a # link for header menu items like you have done on front page of https://generatepress.com/ - that might work.
But I guess I also have to make a # link for every sub menu item that has sub sub menu items no?
