Hover Color does not update

Hello,
I am trying to get the hover color to appear on my website links.
I checked the hover color in customizer and it is set to black. But no hover color is appearing on my my links.
I have cleared the cache, including browser cache and nothing appears. Please see pictures for more information.

What else can I try to get the hover color to change?

sorry i am little confused.
Does the hover color display if you change it to a different color to the Link color ?

No it does not, the Hover color does not change at all.

Go to Customizer > Colors > Content and update your link and hover colors there.
By default those colors are left 'blank' so they inherit the colors for the Body.
