I have a horizontal scroll bar at the bottom of “Full Width” pages without sidebar widgets. I understand if I choose to not make the container blocks “full width” it will eliminate this issue, but what if I want the background of the container block to extend to the edges of the screen? Whenever “Full Width” is not checked, there is a white space between the container edges and the sides. Is there any way to get around this?

As a general when building pages that require Full Width sections you should set the Content Container to Full Width:
This removes all theme padding and sets the content to 100%.
Then build your page with a plugin like GenerateBlocks and its Container Block to create full and contained width sections.
