Can I create a homepage like this one https://www.frugalforless.com/ with GP only or do I need a page builder?

A Page Builder would probably be the 'easiest' way to create something similar but you could also achieve this with the Gutenberg Block Editor plus our new Block Plugin:
And a plugin for the Posts: https://wpshowposts.com
And then its just a form plugin that is required
So, I need to add these 3 plugins

Just generateblocks and wp show posts - the Gutenberg Block editor is part of WordPress.

It will be available on the WordPress Plugin repository next week.
I really don't understand how to use the GPblocks, is there any video tutorial yet?

I was able to use generate blocks to style my pages. But I have difficulty editing my home page, is it because it merged with the site name/logo, that I can find it in my pages?
How can I edit my homepage to add blocks in this case?
