GP as a theme is more for the global settings, eg. header/navigation/footer/sidebar.

A static page like that, can be built with GenerateBlocks plugin: https://wordpress.org/plugins/generateblocks/

Okay but is there any similar tutorial? and I can do it with the free Generateblocks plugin right?
