Help with 3d image effect

In this link, on the homepage in the 2nd section there is an image with a scrolling effect can you tell me how can I achieve that?
Hi there,
that site is built with a page builder which no doubt has that feature built in. They use Javascript to convert viewport scroll position to animated movement of the element.
Have a search for: wordpress scroll animation plugins
Theres bound to be a few now that do this for you. Otherwise you need Custom Development.
