[Resolved] Header won’t respond to stylistic changes

I’m sure the solution is straightforward, but I can’t seem to figure out what’s preventing me from styling the header.

Normally I could just change the background color but it’s not the case for this site.

And no, I do not have it set to “Use navigation as header”.

Any suggestions?

There is a merged header element that’s setting the header to transparent:
