Header Widget with Mobile Header

I was wondering if you could help me with the Header Widget displaying on mobile while the header is set to "Mobile Header".
Also, could you help me with the proper code to edit to Secondary Menus Animation/Transition (On Mobile). I would love for it to drop down slower/ease open instead of snapping quickly open.

So basically you want the Inquire link to appear on mobile as well?
But isn't the mobile toggle already set to open the slideout?

My plan is to show "Inquire" on Desktop (as the .slideout-toggle), and on mobile, I will show a Phone Icon (in the header widget) that calls when you click on it.
Using .hide-on-mobile, .hide-on-tablet, .hide-on-desktop I was just going to have two buttons in the Header Widget. Phone/Inquire

Might be easier to add the mobile content using the inside_mobile_header hook with a hook element:

Regarding the secondary menu. Is there a way to make it expand over the mobile header instead of pushing it down with it? I'm also having a hard time figuring out what dictates the speed at which it opens.
