Header not showing when merging with content.

I followed the instructions to make a transparent header above the content, but when merged, it seems to be behind the content... I have tried different fixes but none worked.

Here is the link (private information area). it seems like header is, in fact, merged with content but also behind the content.
The issue here is that the page builder content is all set at z-index: 99; which I don't believe it's necessary.
Can you try lowering it to like 10?
