Header Element - Why is there still the default menu?

I created a block element and set it to Element Type: Site header. I assumed it would replace the entire header of my site, but for some reason, the default menu is still there?
I also tried using a hook and setting it to header. That did the same thing.
I want to build the entire header as an element. What am I doing wrong? How can I get rid of the default menu?

Strange. The default menu should've been replaced when the Block Element - Site Header is active.
Can you share the block element's settings with us? Screenshots or screen recording will do.

Hi there,
your Primary Navigation Location in Customizer > Layout > Primary Navigation is set to below header - change it to Float Right so its inside the Site Header - then it will be removed with it.
