Header Element Settings When Used with Block Element Hero

On a website where I am using a block element to create a hero, and I have a header element set to merge with content, is it normal for the "Offset Site Header Height" and "Header Background" settings in the header element to not do anything?

It's totally normally.
Our goal is to have Block element replace Header element completely in the future.
The biggest usage of a Header element now is the merge feature :)
