Header Element Not Dispaying

I'm creating a new blog site temporarily at https://brucel21.sg-host.com/
I've created a Header element to be used throughout the site and I cannot figure out why it will not display on pages and post.
I compared it to another one I created for another site that works and can't see any differences.
All plugins are disabled
GP Premium is 2.1.2
GP Theme is 3.1.3

Try add some top/bottom padding for your page hero.
