Header background not showing up

I have set a background image in the header section through Background Images > Header. I'm using values -50% 1090% to display the graphic.
I can see the background graphic in the customize mode. But when I navigate to the live website, the header section shows as blank.
Also, what are the maximum percentage of values when aligning the background graphic?
Ideas?
Hi there,
Those percentage values are throwing your image out of view - set them to 0% 0%.
This will place the Top left hand corner of the image in the top left hand corner of the header.
