Header and Nav Bar Combined

Is it possible to have my header and nav bar combined?
I would then like to fix this so it will always stay at the top of the page even when you scroll down.

That's great thanks Tom. I can fix the header and nav bar to one place, However I am still unsure how I make the Head and Nav bar combined. I.e. I want the Logo to the to the left and the nav bar items to be to the right, all in one row.

Have you tried setting the navigation to the right? (Appearance > Customize > Layout > Navigation Position > Float right).
Then you can adjust the menu height/header padding to make everything in line.
