GP Element Hook Execute Shortcode not working

I'm trying to insert a shortcode via GP Elements hook. Even with "Execute Shortcode" selected the shortcode displays as text. You can see it here, I put it at the end of the page in the woocommerce_after_shop_loop hook. I've tried various shortcodes in the same location, same result. (link provided to admins)

I've have used GP elements hook to insert shortcode in other places and it works. Only this newly created one is not working! Appreciate any tips you can provide.
