Google Tag Manager / Hooks

Two URLs for your consideration:
https://h2only.ca/
https://h2only.ca/lp/busy-mom
I have Google Tag Manager in two locations via GP Hoops: 'wp_head' and 'Before Header'.
If you look at the first URL, all is sweetness and light. GTM shows up
Second URL? Nope.
On the second URL I have 'Top bar' and 'Header' turned off via the WP page editor > layout, but the page content is built out via Thrive Architect.
I'm assuming it is the last para that is the big clue, right?
Is there a consistent workaround? I intend to build more landing pages like the 'Busy Mom' URL, and GTM is critical on those pages.

I'm seeing the same GTM code on both sites. If you view the source and search for "googletagmanager", you'll see the code on both.

Yeah. I searched for 'Google Tag Manager', rather than the smush, on the second URL. Makes a difference, doesn't it?
