Is it possible to Globally Disable the Featured Image / Page Header?

Hi there,
Have you tried unchecking the Display featured images option in the customizer?

Sorry, I should have said: I was referring to Pages.
This is not for blog posts but for all pages on the website.
When I go into Customiser > Layout > Blog, all there is in there is a dropdown for 'Content Type' (full or excerpt).

No because we don't use it for a blog. Should I activate it to control what happens with pages?
