Global Page Header Top Padding Inconsistent

I have two questions.
First, the spacing on the top of my global page header is less than the bottom padding, even though they are set to the same pixels. When I added the page hero template it shows up just fine with correct spacing. But this is only when it is below the existing header. When I delete the existing header, then the same thing happens to the page hero template. Am I missing something here?
Second, when I added the page hero template it deleted the author and post date from the post itself. Is there a way to get this back?

1. You have a Header Element enabled on the site which is set to Merge with Site Header. I don't think you require that element.
2. When using a Block Element - element type > page hero it has these options available:

You can re-enable the Post Meta if you want the default theme option to display.
