GeneratePress starter sites

Hi Guys,
Even after importing and exploring a few, I'm still a little fuzzy as to what exactly GeneratePress starter sites are.
From what I can tell, they're not actually themes themselves, but collections of blocks, settings, media, and content (optional) that use the GeneratePress theme.
Is this sort of accurate? If not, please clarify.

Yes, that's accurate. The Site Library is basically a repository of GeneratePress templates.
