I've missed the news on this but what is it going to include as far as features? When will the beta be out?

We've yet to make the final list of what's changed/added.
But if you're eager to follow the activities, the 3.1.0 branch of our official github page is open for public. :D

As for it's release date: Tom has yet to set a schedule for this, unfortunately.
I'll make sure to keep you posted. :D
Is this still being released in August? Everything I saw earlier said the beta would be released in August.
It's very close - we're coordinating 3.1.0-alpha.1 with GenerateBlocks 1.4.0-alpha.1 which has delayed things a little. We're in the closing stages of development - mostly doing internal testing.
