Hello, I wanted to know if a site like the one at this URL https://pexetothemes.com/demos/story_wp/photography/#1 can be created using generatepress and the gutenberg/elementor page builder?

The layout is definitely doable with plain Gutenberg editor + GenerateBlocks but you can certainly do this on Elementor as well.
The fullpage vertical scrolling will need a JS library for the scripts needed in doing this function.
I've inspected the site and it's using FullPage.js

And it actually supports Elementor but it needs a plugin.
