Footer widgets only shows on home page

The global settings are set for 3 footer widgets to be displayed throughout the whole website. However, they only show up on the homepage. Only the footer bar shows up globally. Doesn't matter how I fool with the global or local settings. They just won't show up on the other webpages.
Actually never mind. I found the problem. I took this over from someone else. They set it up differently. Sorry.
This is resolved.
