Footer Widgets do not show up.

Hi, I am trying to move a sidebar widget into a footer widget, not the footer bar. Every time i drag something into footer widget 1, for instance, it just doesn't show up at all. I have elements in the footer bar that show up and everything i put in a sidebar shows up but the footer widget are is where my stuff goes to die. I've set the global footer widgets to the correct number in Customize>Layout>Footer...but it still doesn't work. Any ideas?

Is it set to global?
I set it to 2 in the customize>Layout>footer...when i go to individual page editing it says 0 footers. If changing the number of footers in Customize>Layout isn't Global, how do I set it to global?
