Footer goes up when a contact form on the page is changing size

Hi, on the page I have an contact form. The problem that footer of the page goes up when visitor send message with the form.
For example:

and here the position of the footer after someone will used the contact form https://1drv.ms/u/s!AhcvGa3-KY_3hxTW-DeR_ZqeWQVe
Could you help me to fix that?
The footer sticks to the bottom of the page. So when the page content is less, the footer will show up higher.
There are ways to "fix" it, but they're typically pretty hacky.
