Footer Element not Displaying

I have followed the solutions I've found on the forum and our footer is still not displaying. I have cleared the cache, I have follow the directions I found on here:
Option 1:

Set the Block Element Hook to before_footer
And in Customizer > Layout > Footer – set the Footer Widgets to 0

Option 2:

Set the Block Element > Element type to Footer.
This will replace the footer bar ie. where the Copyright is displayed.
Then set your footer widgets to 0

And it is still using the customizer wordpress footer and not the footer element I created.
