If you are using Gutenburg, I would recommend using the Generateblocks plugin and Block element - site footer to achieve the layout.

There're some built-in footer templates you can import for an easy start.

After updating to WP 5.8, Gutenburg is introduced to widget, so you should be able to use blocks in widget as well.

Can you make sure the customizer setting is set to 3?
