Export/Import Customizer Settings

Ok, let me try this again.

I have two sites:
http://www.understand-culture.com (UC)
http://www.johnottomagee.com (JOM)

I washed JOM clean.
Just downloaded WP and GP.

I want UC's look & feel on JOM.
But not the database: pages, posts, etc.

I tried the plugin Duplicator.
That did not work.
Apparently, UC is too large, ca. 850 MB.

Ying proposed that I take a simpler route:
Export/Import Customizer Settings.

Exporting the UC-customizer settings was no problem.
When importing into JOM, however, the dial just kept spinning.

I do not, however, want to give up on
this solution. Because I suspect it works.

Please instruct me how exactly to import.

Do I need to set up JOM in a certain way
in order to import properly?
