Elements missed from Block Display Rules

Dear Sirs!
On one of my sites (https://bestsbets.net/) I can't figure out how to enable the "Block Type", "Hook" and "Priority" elements in Display Setting.
They just aren't there.All elements are activated, license number is also entered. And I can see these elements on the other site.
Tried reinstalling GPpremium plugin and it doesn't help.
Also, some headers and images on the home page of https://bestsbets.net/ are shifted to the left, even though the editor is centered.
Please help me to understand

are you using the Classic Editor plugin - as the Block Element requires the Block editor to be enabled.
Hi, I was having a similar experience where the classic editor was loading instead of the block editor when I tried to create a new Block Element. I used the health check plugin to put the site in troubleshooting mode and found that this plugin from 10up was causing the issue.
