Elements Block "Exclude" rule not working!

Hi
on this site you can see a coming-soon page with a fixed contact-box (E-Mail + Telefon) on the right border. This contact-box is created via Elements > Block for the entire site, but excluded from this coming-soon-page!
Why is this contact-box still being displayed?
Can you please check on my site?

Hi there,
is that page set to display as the Home Page ? If so the Display Rule Exclusion needs to be: Front Page
