Element Header isn't working

I wanted to change a page header on my website. I created an element for the Sponsor page copying the Global Header element settings. I did this already for another page because I wanted to change the header background image of particular pages. It worked for the event page but won't for the sponsor page, even though the Sponsor header is the same. I also excluded the page from the Global header. However, it still won't work. this screenshot of what it looks like is below:

Yes it is
But so is the global and I have an exclusion on it for the sponsor page
If i look at Sponsors i currently see the same background image as the About page - which i assume is the Global Header.
Could you provide a screenshot of the Sponsor header element - both the Hero content tab and the Display rules?

That all looks good.
So in the Global Header Element, the Sponsors page is excluded? If so, are there any other Header Elements that might conflict? You can "Draft" them one by one to check.
