Element Header and Primary Navigation Placement

Hello,
Is there a way to control the vertical positioning of the Primary Navigation?
I would like to have the Primary Navigation menu appear closer to the bottom of header (which is created as an element) and perhaps even position it within the blue header but at the bottom depending on the looks of things.

The site is under maintenance mode.
Can you disable that so we can see it?

Did it say it was in "maintenance mode"? I don't believe it is actually in maintenance mode. I do only have a "Coming Soon" page up as the front page, but it is just a regular page and not some plugin to create the page.
The header and the menu placement that is visible is what I want to figure out before moving on with actual content.

no the page says Website Coming Soon - Leo was just assuming a maintenance/coming soon plugin was being used....
I cannot see a Primary Navigation on that page.
You do have a Top Bar widget that has no content inside it - which is the empty white space above your block element.
There is a navigation link to the coming soon page below the Header that is set as the primary navigation in the customizer (well at least as I understand it anyway). I modified the navigation links so it is more obvious. I also left logon credentials in the private section if that is helpful.

Oh yeah - my bad :)
Edit your Block Element, below the Container Block is an empty Text Block, select and backspace delete it - as thats creating the additional space

If I wanted to to integrate the Primary Navigation into the bottom of the header itself is that possible?
If not, I guess I could "simply" (puzzled laugh as to how 🤷♂️) change the background color of the Primary Navigation to match that of the header?
Simplest way would be to change the Customizer > Colors > Primary Navigation --> Background color to match :)
Ahh yes. There it is. Now I better understand what my options are to play around with.
