Effects panel is missing

Hello - I have looked all through the settings, panels, etc– AND I can't seem to find the effects panel. I've watched YouTube tutorial videos and it's not where they show it. Is there a hidden setting to enable it somewhere? (Yes, I have premium.)

Do you mean the effects panel for GenerateBlocks plugin?
If so, it's a feature of GenerateBlocks Pro plugin, do you have it installed and activated?
My apologies. I was confusing GeneratePress premium with GenerateBlocks pro
