Edit in Mobile View Won't Change Editor

Normally when we click on the mobile icon to adjust a block, the editor on the left side shrinks down. When I click on the mobile icon now, it no longer does that. But I can still use Preview > Mobile from the top menu to force the mobile view to show up. Any ideas?

It's not normal behavior, can you try disabling all plugins except GPP and GB to eliminate plugin conflicts?
If you have any custom functions, try disabling them as well.

I have removed all functions and still the same. Have not had a chance to disable all plugins yet, will do that what I get a chance.
Also noticed pages with many Blocks (more than 100 let's say), is not properly loading in the left List menu. Does this hint at a server resource issue?

Might be. To be sure this isn’t a browser/device/network issue, can you try the occurrence of this issue on a different device, try on a different network as well.
Check on you site health as well.
