Dropup menu for the footer bar

I'm putting a menu in the footer bar with the menu widget but I need it to drop up not down for its submenus. Could you please help with the css?

Also I need to suppress this for mobile since it wraps weirdly and looks bad...

Are you talking about the footer bar menu here?

Those typically wouldn't have any submenu items.

Oh darn, I thought it was weird but the client wanted the menu duplicated at the bottom. I could probably change her mind if it is too weird/difficult.
